No, it was an option on Pulse at least, std on Passion when mine was ordered (autumn 04)

I haven't got one on my Pulse CDi, wish I did though ... I'd also like a telescopic steering column, if you happen to make one with your magic, Evil ;P.

Not available on pure, coolstyle. Factory option on pulse and standard on passion and brabus.
