Yes it's "illegal" to have less than 75% of light transition on the front windows.
However, mine have light tints on front and slightly darker on rear (rears 1 step down from limo and then fronts another step down from there) and never been stopped.
Not a fan of limo as its not a van - ask your tinter to show you what it will be like.
